Sorry, but it's not! That's the 1989 music video to the Ben Liebrand Eve Of The War remix. Someone has replaced the sound track with the album single. The 1989 video used segments from the 1978 Columbia promotional film. That's not it either ... although that is footage from it. ('EYE of the War'.. haha!) The promo video I've seen has a voice over on it by someone who sounds a bit like Patrick Macnee. Also, there are snippets of various tracks not just one. It's possible, I suppose, that that clip there was used as a promo in some quarters (TV, etc). According to Jeff Wayne, the BBC did their own video to 'Forever Autumn'.. like the one some people (including me) remember from Swap Shop.

That's the closest (in way of footage) as it contains the main bulk of the 1978 promo, but still it's the wrong soundtrack.

Well you could always stick yer fingers in your ears or more productive turn it down and play the "correct version" over it I prefer to add the "Benny Hill" theme to any visuals of Jeff Wayne swinging his disco balls D.F.
