To do the story justice i'd say at least 2 3/4 hours minimum.

Well saving private ryan was 170 minutes and CE3K was 137 minutes (special edition) so I would say it would be between 130 and 170 minutes depending on the intricacy of the story.

But War of the Worlds is being promoted as a summer blockbluster which on the whole are never normally much longer than 2 hours.

"But War of the Worlds is being promoted as a summer blockbluster which on the whole are never normally much longer than 2 hours. " "On the Whole" does not mean "always". To begin with, Speilberg has enough clout to have the film run as long as he wants it to within reason. If he wants a Three hour film, he can get a Three Hour film. I am sure the deal he made gave him final cut. And a number of non Speiberg HIT Summer films have had long running times "Gladiator" a huge summer hit, ran Two and a Half Hourse. "Pearl Harbor" ran three hours..and, contrary to popular belief, it did quite well at the box office. Not as well as they had hoped but it did 220 Million in the US, well within the Blockbuster range, and about 200 Million overseas. "Troy" ran Two Hour and 45minutes and was a very sucessful film for Warner's. Quite a few summer blockbusters are Two Hours and Fifteen minutes.ID4 ran two Hours and Ten minutes. Although they were not released in the summer, the "Lord Of the Rings" films certainly followed the Summer Blockbuster formula (SFX heavy film) and they all ran over Three Hours. Come to think of it, Saving Private Ryan was released in July, about the same time that WOTW is coming out.
My own guess is Between Two hours and fifteen minutes and Two And A Half hours. I think you can tell the story in that time.Longer does not always mean better.

All thoses ones you said were historical epics which tend to be bounding on 3 hours. I didnt rule it out being nearly 3 hours i just said i recon it would most likely be around 130 mins (2hours 10 mins).
