Did you draw that picture?
It is very simular to my presepction of the martians only I believe their tenticles to have more balence capabilites to them. In that they would be able to 'heave' their bodies up (as explained in the book) but not maintain it.
Also if they had the ability to make machines, they must have some capabilities of lifting their bodies otherwise they would not be able to climb into the hoods.

I was under the impresion that they would have machinery to put them into the machines aswell.

I've been slowly working on a fan-fic piece that delves more directly into describing the Martians themselves, as opposed to their machines. Mostly I've been working on treating the Martians as if they were real creatures, putting aside for the moment Wells' intended commentary on humanity. That sketch was part of my 'research' for that work. From the descriptions in the book, it would appear that the Martians would normally be 'up and balanced' upon at least some of the tentacles for walking, but that this was difficult, if not impossible, for them to do on Earth. I drew mine 'laying' down, as it were, since that's how they are most often when Wells has his Narrator describe them. The tentacles (particularly the rear ones) are more spread out in that pose than they would be if the creature was walking on Mars. The general consensus here seems to be that the Martians had some form of lift or device to aid ingress to their machines. Wells has them 'crawling,' so they obviously can move around, but lifting their own bodies against a gravity field 150% of 'normal' would be exausting, at best. So yes, I think being able to "heave themselves up, but not maintain it," is likely to be a very good description.
